All agencies will undergo regular review processes to ensure they are meeting their mandates and that they continue to be aligned with government direction.

Direction

Regular reviews of the mandate and purpose of an agency will allow government and the agency to determine if:

• the work of the agency is still relevant to the needs of the province;
• the agency is aligned with government priorities; and
• the operations and functions are being carried out in a manner that can achieve government objectives.

The reviews will be conducted at least every five years, earlier if there is a significant reorganization of government functions, or if government wishes to realign its priorities. A minister may also initiate an ad-hoc review at any time at their discretion.  The review process and criteria will be the same for both types of review.

The responsible ministry will lead the agency review.  The Agency Governance Secretariat will support the ministries by developing an overarching plan for reviews.

The review processes are based on the agency creation business case contained in the Public Agencies Governance Framework.

Review Process

Minister

The minister will initiate the review (regular or ad-hoc) of the agencies for which they are responsible according to the criteria set out in the Public Agencies Governance Framework.

Once the review is completed, the minister will take any required actions to ensure the agency continues to meet the mandate it has been assigned.

Ministry

Each Ministry is responsible for scheduling, planning, conducting and reporting on the review of their agencies according to the processes set out in the Public Agencies Governance Framework and in consultation with the Agency Governance Secretariat.

Each Ministry will be responsible for working with the minister, agency and Agency Governance Secretariat to make any changes emerging from the review.

Agency Governance Secretariat

The Agency Governance Secretariat will support the ministries by developing an overarching plan for reviewing all agencies.

The Agency Governance Secretariat will work with the minister, ministry and agency throughout the review process.

Agency

The agency will work with the minister, ministry and the Agency Governance Secretariat throughout the review process.
